The total costs of US$ 12.6 billion Taiwan HSR Project, scheduled for completion in Oct. 2006, and the journey time from the capital city Taipei in the north to Kaohsiung in the south along the west corridor (route length = 345km) is only 90 minutes. In order to stimulate local prosperity and effectively utilized the land around the HSR station, the total area of 1507.53 hectares land of five HSR Station Districts (i.e. Taoyuan, Hsinchu, Taichung, Chiayi and Tainan) are established.

The land in the HSR Station Districts will be reasonably by using Zone Expropriation Approach to distribution and development to provide higher profits for private investors, original landowners and government.

The land of the HSR Station District can be classified into the following five categories:

1. Commercial/ Manufacturing Parks - C/M Parks (Open tendering development)
2. Station Area (Station area)

3. Residential Areas (Apportion to landowners, Selling parcels)

4.Commercial Areas (Apportion to landowners, Selling parcels, Leasing parcels, Joint development)

5. Public Facilities Areas (School, Road, Parks, Squares, Gas and Water Works )
